Reaching Every Child is Our Goal!
The Smart Start vision is to help ALL North Carolina children enter school healthy and ready to succeed. In 1993, Governor Jim Hunt launched a comprehensive public-private initiative to help all North Carolina children enter school healthy and ready to succeed. The program’s name was Smart Start. Since 1993, the number of children receiving higher quality child care has increased from 20 percent to nearly 70 percent. Smart Start is a public-private initiative that provides early education funding to all of the state’s 100 counties. Surry County adopted the Smart Start program in 1995, calling the local partnership Surry County Early Childhood Partnership, Inc.
